Local Creature Won't Stop Screaming at 3AM

An individual rumored equal parts to be a threat to the general populace and to be a ridiculous clown is reported to scream at all times of night in the neighborhood.

The appearance of this person is actually that a clown, coincidentally. During daytime hours, spottings are sparce and brief. An anonymous source reported seeing this creature across the street while walking to the store and, after a passing bus intercepted their view and their vision focused, it was nowhere in sight. Another source who is equally anonymous saw, while walking to the local drugstore, a dark figure shuffling off into the distance, followed by a queue of various cats. They swear to have seen at least one of the cats before, its distinctively patterned face on a recently posted "Missing" flyer.

The creature has been rumored to be curvaceous, medium-skin toned, yet hideous to behold. No one has seen anyone around who fits the description, because it's said that its bloodshot, bottomless black eyes steal your soul, then turns your body to stone. There has, however, been sightings of a figure over 8 feet tall (roughly 2.4 meters in height) with comblike stilts for legs twitching around under street lights and waving at drivers. All eyewitnesses interviewed described it as ominous, threatening, or some variation thereof. It's more likely that this entity is, to put it mildly,the public nuisance, rather than anything that could even be human.

Things that can be heard through the wee hours of the night are lyrics to rap (particularly horrorcore) songs, threats, howling, caterwauling, hyena-like and/or shrill cackling, and snippets of a conversation that don't sound like there's another participant responding.
